Business intelligence project support and SAP BI expertise

Context

The French Legal and Administrative Information Department (DILA), under the authority of the Prime Minister, is responsible for disseminating legal and administrative information in France, notably via major platforms such as vie-publique.fr, legifrance.gouv.fr, and service-public.fr.

Challenges

To meet its growing needs, DILA has launched a purchase order contract for assistance and expertise in the SAP-Business Objects (SAP-BO) and SAP-Data Services (SAP-DS) solutions. The main objective is to guarantee the mastery of these tools, while maintaining their operational conditions, and to implement a BI solution adapted to the needs of business teams.

The main challenges are as follows:

  • Regulatory expertise : providing in-depth knowledge of BI tools, in line with current standards.
  • Close collaboration : Work with teams to better understand and identify their needs, through close support of the business.
  • Improved user service : Offer new reports to enrich the information available.
  • Data integration : Enrich analyses by integrating new data sources.
  • Team training : Strengthen internal skills in SAP tools.
  • Production of reliable indicators : Create indicators that meet the requirements of government bodies.
  • Data exploitation : Optimize the use of data from different sites for informed decision-making.

Solutions & methodologies

To manage projects, a fixed-price methodology has been established, integrating costing, resource management and risk monitoring.The team ensures that both deadlines and quality standards are met, guaranteeing that each phase of the project is rigorously controlled.
When defining requirements, interactive meetings were held to identify user expectations and challenge requests. An impact study was carried out to assess the implications for feeds and reports. SAP BO upgrade projects were also scoped.

Design included writing functional and technical specifications, as well as modeling data warehouses. Data Services flows were developed, and data security and quality control were implemented.

User support was provided for data exploitation and dashboard creation.Ongoing maintenance activities (MCO) were coordinated to manage tickets and ensure effective communication during production launches.

To support the changeover, a communication strategy and a training program tailored to users were defined.Teaching aids were created, and training sessions were run in accordance with Qualiopi standards.
Finally, acceptance assistance included preparing test environments, running test campaigns and updating the functional data dictionary.
